What kind of main clause phenomenon is V2 in German?

From the book Verb Second
Joachim Jacobs

The paper shows that the distribution of V2 word order in subordinated clauses differs from the distribution of other types of main clause phenomena in German. Under the theoretical premises of Jacobs (2018), the differences lead to the conclusion that the traditional assumption that V2 clauses have assertional sentence mood cannot be upheld. Four alternatives to this assumption are discussed: assertional proto-force, Main Point of Utterance, truth judgment, local licensing. I argue that the first three alternatives have empirical or theoretical problems that can be avoided if we adopt the fourth.
