Some contend the relevance of presidential nominating conventions has faded in recent decades as fewer voters watch and reach voting decisions during the conventions. We evaluate these trends empirically and consider the historical evolution of conventions to argue that, while they do not garner the attention they once did, conventions can still have a consequential effect on the outcomes of presidential elections, especially in competitive cycles.

Fact-Checking Polarized Politics: Does The Fact-Check Industry Provide Consistent Guidance on Disputed Realities?

Abstract

In the contemporary political environment of polarized claims about disputed realities, the online fact-check industry was born. These enterprises have received awards and praise but also accusations of bias and error, bringing their methods and conclusions into question. This paper examines the comparative epistemology of the three major fact-check sites: do they examine the same questions and reach the same conclusions? A content analysis of the published fact-checks addressing three disputed realties – the existence of climate change, the influence of racism, and the consequences of the national debt – suggests substantial differences in the questions asked and the answers offered, limiting the usefulness of fact-checking for citizens trying to decide which version of disputed realities to believe.

Voter Turnout in Presidential Nominating Contests

Abstract

Presidential elections are conducted in two stages. The November general election is proceeded by a series of contests where delegates are selected to national party conventions, which is where the parties select their candidates for the fall election. These nominating contests’ political environments vary: the rules regarding who can participate; the levels of electoral competition, which are related to when they are held; and that other offices present on the ballot, if any. We explore the effects of these conditions on voter participation in recent presidential contests and generally find turnout highest in competitive and inclusive contests where other offices are on the ballot. Examining the 2008 American National Election Panel Study, we find primary voters are more ideologically extreme than general election voters, but there is little difference between voters in closed and open primary states. We suggest primary type has little effect on the ideological composition of the electorate because modern nomination contests are low turnout elections that draw only the most politically interested.

Nuclear Fallout: Investigating the Effect of Senate Procedural Reform on Judicial Nominations

Abstract

On November 21, 2013, U.S. Senate Democrats utilized the long threatened “nuclear option,” thereby allowing a simple-majority of the chamber to end debate on lower federal court judicial nominations. Formal theory predicts that this change should permit the president to nominate more ideologically extreme nominees. By comparing President Obama’s nominees before and after the Senate’s change to the confirmation process, we are able to provide the first comprehensive examination of how the nuclear option is likely to impact the ideological makeup of the lower federal courts. We additionally examine the impact of the nuclear option on time to confirmation and nominee success. Our results indicate, while post-nuclear option nominees are not significantly more liberal, they are being confirmed more often and more quickly, allowing Obama and Senate Democrats to more efficiently fill the federal judiciary with Democratic-leaning judges.

About this journal

Objective
This journal provides a forum for professionally informed commentary on issues affecting contemporary American politics. This includes but is not limited to issues engaging parties, elections, and political participation; the news media, interest groups, Congress, the Presidency, and the Courts; trends in public finance, presidential popularity, congressional productivity; in contemporary, historical, or comparative perspective.

The journal is motivated by the view that social scientists, historians, and legal scholars frequently have important insights into the concerns that arise in contemporary politics and government, drawing upon the disciplinary knowledge at their command. Yet they frequently lack a publishing outlet willing to print the analytic reasoning that gives weight to the resulting commentary. The Forum is designed to fill this gap.

We contemplate a journal free of fixed position and requiring no particular verdict with respect to policies, institutions, or processes. Well-reasoned discussion, disciplined by reference to established bodies of knowledge or aimed at stimulating the creation of such knowledge, is the goal of this journal.
