Exogenous Preferences, and Endogenous Tastes / Exogene Präferenzen und endogener Geschmack

Abstract

This paper presents a unifying approach to modelling endogenous tastes. Tastes are defined as orderings of a subspace of a (suitable chosen) commodity space. Using this definition endogenous tastes are analytically similar to externalities. Accordingly, many models in economic theory can be interpreted as dealing with endogenous tastes. It is shown that changes in tastes have a direct and an indirect impact on welfare. The literature on externalities usually focuses on the direct effect while the literature on endogenous tastes mainly deals with the indirect effect. The analysis focuses on two main aspects of variable tastes: the institutional question (who influences tastes) and the technological question (what does it cost). The allocative inefficiency of an economic system with endogenous tastes is demonstrated and Pigouvian-type corrective taxes are discussed. The unifying framework presented in this paper can be used to analyze and discuss a wide variety of variable tastes. Zusammenfassung Dieser Beitrag entwickelt einen allgemeinen Ansatz zur Modellierung von endogenem Geschmack. Geschmack wird definiert als Ordnung über einen Teilraum eines (in geeigneter Weise gewählten) Güterraumes. So definierter endogener Geschmack ist analytisch den externen Effekten eng verwandt. Deshalb können viele Modelle in der ökonomischen Theorie als Modelle mit variablem Geschmack interpretiert werden. Es wird gezeigt, daß Geschmacksänderungen einen direkten und einen indirekten Einfluß auf die Wohlfahrt haben. Die Literatur über externe Effekte konzentriert sich vor allem auf den direkten Effekt während die Beiträge zu endogenem Geschmack den direkten Effekt häufig ignorieren und sich ausschließlich mit dem indirekten Effekt befassen.

Abstract

This paper analyzes the change in tax preferences induced by the recent German corporate tax reform. The reform eliminates the imputation system and shifts the system towards a classical corporate tax system. However, financial preferences of corporations are largely unaffected if evaluated from the perspective of shareholders subject to the top marginal tax rate. A similar statement holds for the incentives to carry out share repurchases that in Germany have been allowed only recently. This paper argues that the much-discussed elimination of capital gains taxation for corporations abolishes a tax preference for new equity finance of affiliated corporations.

Classical, Modern, and New Game Theory / Klassische, Moderne und Neue Spieltheorie

Abstract

This paper is a brief history of game theory with its main theme being the nature of the decision makers assumed in the various stages of its historical development. It demonstrates that changes in the “image of man” nourished the developments of what many believe to be progress in game theory. The first stage, classical game theory, is defined by John von Neumann’s and Oskar Morgenstern’s pioneering book “Game Theory and Economic Behavior” which introduced the concept of individual rational players and focuses on conflicting interests. The second stage, modern game theory, is defined by the Nash player who is not only rational but, at least implicitly, assumes that all players are rational to such a degree that players can coordinate their strategies so that a Nash equilibrium prevails. The third stage, new game theory, is defined by the Harsanyi player who is rational but knows very little about the other players, e.g., their payoff functions or the way they form beliefs about other players’ payoff functions or beliefs. The Harsanyi player either plays a highly sophisticated epistemic game on the forming of beliefs or rests content with himself by imitating the observed successful behavior of other agents. Zusammenfassung Im folgenden Überblick zur Geschichte der Spieltheorie stehen die unterschiedlichen Annahmen über die Natur der Entscheidungsträger im Mittelpunkt der Betrachtung. Es wird gezeigt, daß Veränderungen im Menschenbild die Entwicklung der Spieltheorie begleiteten und zu dem führten, was viele als ihren Fortschritt ansehen. Die erste Stufe der Entwicklung, die Klassische Spieltheorie, ist durch John von Neumanns und Oskar Morgensterns Werk „Game Theory and Economic Behavior“ gekennzeichnet, welches das Konzept des individuell-rationalen Spielers eingeführt und sich auf die Analyse von Entscheidungssituationen mit gegensätzlichen Interessen der Beteiligten konzentriert. Die zweite Stufe, die Moderne Spieltheorie, ist durch den Nash-Spieler charakterisiert, der nicht nur rational ist, sondern auch von den Mitspielern einen derartigen Grad von Rationalität erwartet, daß die zu wählenden Strategien so koordiniert werden, daß ein Nash-Gleichgewicht resultiert. Die dritte Stufe, die Neue Spieltheorie, ist durch den Harsanyi-Spieler definiert; er weiß sehr wenig über die Mitspieler, über deren Auszahlungsfunktionen oder über die Art und Weise, wie diese Erwartungen über die Auszahlungsfunktionen und die Erwartungen der Mitspieler bilden, und spielt entweder ein hoch-komplexes epistemisches Spiel der Erwartungsbildung oder gibt sich damit zufrieden, das erfolgreiche Verhalten anderer zu imitieren.

Regional and Industrial Wage Dynamics in West Germany and the United States / Regionale und industrielle Lohndynamik in Westdeutschland und den USA

Abstract

It is commonly known that every economy is faced with the problem of unevenly distributed labour demand changes across industries, occupations and regions. In competitive labour markets flexible wages and the mobility of labour would lead to a new equilibrium distribution of wages and employment. Regional or industrial unemployment dispersion in Germany is often blamed on a lack of wage adjustments and the lack of labour mobility when economic fortunes are not distributed evenly, but this hypothesis is hardly ever tested. This paper asks how wage reactions in Germany compare with responses in the United States using individual level data. As a first step labour demand shocks are estimated from employment time series data using deterministic detrending and the Hodrick-Prescott filter. These are then included in typical wage regressions based on micro data. The results propose that German labour markets are not as inflexible as simple evidence might suggest. Although wages are regionally only flexible in the United States, wages are found to react to industrial labour demand shocks in both countries. Especially for more experienced and therefore less mobile groups in the German labour market wages react to industrial labour demand shocks. Zusammenfassung Wie allgemein bekannt, sind die regionalen und industriellen Märkte einer Volkswirtschaft in unterschiedlichem Maße von Nachfrageschwankungen betroffen. In wettbewerblichen Arbeitsmärkten mit flexiblen Löhnen und mobilen Arbeitskräften werden solche Schwankungen durch Lohnänderungen und Wanderungsbewegungen zwischen Regionen und Industrien ausgeglichen. In Deutschland existieren jedoch starke regionale aber auch industrielle Arbeitslosigkeitsunterschiede, die häufig auf einen Mangel an Flexibilität zurückgeführt werden, ohne dass ausreichende statistische Tests dieser Annahme vorliegen. Deswegen werden in dieser Arbeit die Lohnreaktionen auf Nachfrageschwankungen in Westdeutschland untersucht. Als Vergleich werden die USA herangezogen, da diese einem flexiblen Arbeitsmarkt am nächsten kommen dürften. Zur Überprüfung der Hypothese werden zunächst Arbeitsnachfrageschocks auf Basis von Beschäftigungsentwicklungen in den westdeutschen Bundesländern und acht Industrien geschätzt. Dies geschieht über deterministische Trendbereinigung und mit Hilfe des Hodrick-Prescott Filters. Die geschätzten Schocks werden dann in mikrodatenbasierten Lohngleichungen als Einflussgröße aufgenommen. Die Ergebnisse zeigen, dass westdeutsche Arbeitsmärkte nicht so inflexibel sind, wie vielfach vermutet. Zwar reagieren in der Tat regionale Löhne nur in den USA auf Nachfrageschocks aber die industriellen Löhne werden in beiden Ländern von der Nachfrageentwicklung beeinflusst. Insbesondere die Löhne erfahrener und damit immobiler Arbeitnehmer reagieren auf industrielle Nachfrageentwicklung.

The Journal of Economics and Statistics (Jahrbücher für Nationalökonomie und Statistik) is a scientific journal published in Germany since 1863. The journal publishes papers in all fields of economics and applied statistics. A specific focus is on papers combining theory with empirical analyses. Papers providing conclusions for economic policy in Europe are particularly welcome. Nevertheless, distinguished papers dealing exlusively with economic theory, empirical models, or economic history, will not be excluded from consideration.

The editors invite replication studies focusing on the robustness of empirical findings. The section Data Observer presents articles on data sets available for empirical research and institutions providing research data. The journal also publishes special issues, short comments, and book reviews. All freely accessible contributions, including the Data Observer articles, can be found via the website's article search functionality.
