Working with super-diversity in Strasbourg pre-schools: Strengthening the role of teaching support staff

Abstract

In 2009 Strasbourg Council issued a call for tenders for an in-service training course aimed at nursery school assistants working in the city to enable them to better “communicate with non-French speaking children”. A small team of teachers and researchers from the University of Strasbourg responded to this call, firmly believing in the pivotal role played by nursery assistants in children’s language development given their close daily contact with children and their families. In this article we firstly situate Strasbourg pre-schools within the local and national context, referring to French ministerial policy documents and statistics which reflect the extent and nature of super-diversity in the region. Secondly, we describe, analyse and evaluate the content, approach and impact of this innovative course referring to qualitative data collected from course participants. Findings suggest that nursery school assistants, when empowered with knowledge about language and guided in their exploration of approaches which support language development, can help early learners to bridge the gap between home and school. A deeper appreciation of the complexities of plurilingual repertoire and multiple identity construction appear to reinforce confidence to meet the challenges of super-diversity at pre-school and strengthen nursery assistants in their role as caring professionals.

Résumé

En 2009 la Communauté Urbaine de Strasbourg a lancé un appel à proposition de formation ciblant les assistantes (ATSEM) dans les écoles maternelles de la ville afin de les former à mieux “communiquer avec des enfants non-francophones”. Des enseignantes-chercheures de l’Université de Strasbourg ont répondu à cet appel d’offre, convaincues du rôle important que jouent les ATSEM dans le développement langagier des enfants.

Dans cet article nous décrivons la diversité culturelle et linguistique des écoles maternelles de la région, en nous appuyant sur des documents officiels et des statistiques. Dans un deuxième temps, nous analysons et évaluons les contenus, le déroulement et l’impact de la formation à l’aide de données qualitatives recueillies auprès des participants. A partir de ces données, nous concluons que, l’appropriation de savoirs sur le langage et les langues et de stratégies d’étayage pour le développement langagier, permet aux ATSEM d’être mieux équipées pour faire face aux défis engendrés par la diversité linguistique et culturelle à l’école maternelle. Une compréhension plus fine des notions d’identité multiple et de celle de compétence plurilingue les amène à mieux mesurer les enjeux de leur rôle professionnel, en particulier pour négocier les écarts entre culture familiale et culture scolaire.

Zusammenfassung

Im Jahre 2009 hatte die Städtische Kommune Straßburg eine Ausschreibung für die Weiterbildung von Erzieherinnen (ATSEM) in den Kindertagesstätten der Stadt lanciert, um ATSEM besser darauf vorzubereiten mit “nicht französischsprachigen Kindern zu kommunizieren”. Ein kleines Team der Forschung und Lehre der Universität Straßburg hat auf diesen Aufruf reagiert, da es davon überzeugt ist, dass die ATSEM eine wichtige Rolle bei der kindlichen Sprachentwicklung spielen. In diesem Artikel beschreiben wir zunächst die kulturelle und sprachliche Vielfalt der regionalen Kindertagesstätten in Straßburg mittels statistischer Werte und behördlicher Dokumente. Danach beschreiben, analysieren und evaluieren wir den Inhalt, die Herangehensweise und die Auswirkungen eines innovativen Kurses, der entwickelt worden war, anhand qualitativer Daten aus Interviews mit den Kursteilnehmerinnen. Die Ergebnisse weisen darauf hin, dass Erzieherinnen, sofern ihr Wissen über Sprache erweitert wird und ihre ersten Schritte zu sprachförderndem Handeln begleitet werden, in der Lage sind, Kindern dabei zu helfen, eine Brücke zwischen dem Zuhause und der frühkindlichen Bildungseinrichtung zu schlagen. Ein tieferes Verständnis für die Komplexität des plurilingualen Repertoires und für die Konstruktion mehrerer Identitäten scheinen Vertrauen aufzubauen, so dass sich die Erzieherinnen gestärkt den Herausforderungen der Superdiversität an Kindertagesstätten stellen und ihre Rolle als Bildungsfachkraft ernst nehmen.

Resumen

En 2009, el Ayuntamiento de Estrasburgo publicó una convocatoria de propuestas para una formación orientada a los ayudantes (ATSEM) de los centros de preescolar de la ciudad con el fin de enseñarles a “comunicarse mejor con los niños no francófonos”. Investigadores de la Universidad de Estrasburgo respondieron a esta convocatoria conocedores del importante papel que juegan los ATSEM en el desarrollo del lenguaje de los niños. Este artículo describe la diversidad lingüística y cultural en los centros de preescolar de la región con ayuda de documentos y estadísticas. Por otra parte, se analizan y evalúan los contenidos, el desarrollo y el impacto de dicha formación con ayuda de datos cualitativos recogidos entre los participantes. A partir de dichos datos, se puede concluir que la apropiación de saberes en lo referente al lenguaje y a las lenguas, y de estrategias de apoyo al desarrollo del lenguaje, permite a los ATSEM estar mejor preparados para responder a los desafíos generados por la diversidad lingüística y cultural en preescolar. Una mejor comprensión de la noción de identidad múltiple y de la de competencia plurilingüe les permite enfrentarse mejor a retos profesionales como la negociación de las diferencias entre las culturas familiar y escolar.
